William Franklin "Willie" Blalock was the son of Gilbert Wilburn Blalock and Rutha Ann Vermillion. He was born in Smithfield, Texas, where his father worked for the Texas & Pacific railroad. Willie was the second of Gilbert's children, having an older step brother born from Gilbert's first wife, Sarah Sallie Causey. Soon, Willie also had a younger brother, Ewell, born in 1888.

After the death of Willie's grandfather, William B. Blalock, the family moved to the Blalock farm near Morrow, Louisiana. There, they lived with his grandmother, Evelina Burleigh Blalock. Their life was not happy... and Willie chose to leave home at the age of 14.

Willie went to work for the railroad. Eventually, his brother Ewell joined him. By 1914, they were working in Addis, Louisiana, where they met the Chenevert sisters, Louise and Ella. Ewell was married to Ella in Baton Rouge on 7 February 1914. Willie was married to Louise on 19 October 1914 in New Roads.
