US Congressman. He graduated from the University of Michigan in 1859, studied law, was admitted to the bar in 1860 and commenced to practice in La Crosse, Wisconsin. With the advent of the Civil War, he enlisted in the Union Army and rose to the rank of Major in the 12th Regiment, Wisconsin Volunteer Infantry. After war, he continued the practice of law in Greeneville, Tennessee, was attorney general for the first judicial circuit of Tennessee, (1869-70) and was the United States district attorney for the eastern district of Tennessee, (1871-80). In 1881, he elected as a Republican to the Forty-seventh, Forty-eighth and Forty-ninth Congresses, serving until 1887. Not a candidate for renomination, he resumed the practice of law and was a member of the Tennessee State House of Representatives, (1897-99). He was appointed special agent of the General Land Office in 1899 and served until he resigned in 1905.
