Arthur was born to Mr. and Mrs. James Vance Humphrey in Junction City, Kansas in 1890. James Vance was a distinguished attorney. Arthur's grandfather, James Humphrey, was born in Nottinghamshire, England and moved to Junction City, eventually being appointed judge of the eighth judicial district.

Arthur was a graduate of the University of Kansas and was a prominent attorney in Junction City. Arthur was active in civic affairs, he was city attorney for many years, president of the Chamber of Commerce, charter member of the Booster Club, and a director of the First National Bank and the Junction City Telephone Company.

Arthur married Anne Caroline Malott in 1916 and had three daughters, Miss Barbara Humphrey (1917-1974), Miss Carolyn Humphrey (1919-1972), and Mrs. Jean Humphrey Proffitt (1920-2012). Arthur also had a brother, James Vance Humphrey Jr.

Arthur passed in 1963 due to a stroke.
