U.S. Congressman. Born in Beaufort, South Carolina, he attended Beaufort College, Harvard University, studied law at the University of Virginia and was admitted to the bar in 1861. With the out break of the Civil War, he joined the Confederate Army and served the entire war, attaining the rank of Lieutenant Colonel. After the war, he practiced law in Beaufort, South Carolina, was a member of the South Carolina State House of Representatives in 1866 and a delegate to the Democratic National Convention in 1876. In 1887, he was elected as a Democrat to the Fiftieth Congress, reelected to the Fifty-first Congress and Fifty-second Congress, serving until 1893. He presented credentials as a Member-elect to the Fifty-fourth Congress, serving (1895-96) and elected to the Fifty-fifth, Fifty-sixth and Fifty-seventh Congresses, (1897-1903). Not a candidate for re-nomination, he was appointed by President Theodore Roosevelt in 1906, as commissioner of the United States to mark the graves of Confederate dead, serving until his own death at age 69 in Beaufort, South Carolina.
