U.S. Senator, U.S. Congressman. Educated at Eastman Business College, he taught school in Green Mountain Seminary, Vermont and at Bates College, Maine. He studied law, was admitted to the bar in 1896 and commenced to practice law at Island Pond, Vermont. He was chief deputy collector of customs at Island Pond, (1897-1910), was appointed judge of the Brighton municipal court in 1910, was a member, Vermont State Senate, (1910-14) and served as a Colonel in the Vermont State Militia. In 1915, he was elected as a Republican to the Sixty-fourth Congress and to the next four succeeding Congresses, serving until 1923. He was elected as a Republican to the United States Senate to fill the vacancy caused by the death of William P. Dillingham in 1923 and served until his death at age 66.
