US Congressman. Born the son of US Congressman Frank Plumley, he graduated from Norwich University in 1894, was an assistant secretary of the Vermont State Senate and superintendent of the Northfield Schools, (1896-1900). While serving as a Colonel in the Vermont National Guard in 1901, he studied law, was admitted to the bar in 1903 and commenced to practice law in Northfield, Vermont. He was secretary of the French-Venezuela Mixed Commission in 1906, a member of the Vermont State House of Representatives (1912-15) and president of Norwich University, (1920-34). In 1934, he was elected as a Republican to the Seventy-third Congress to fill the vacancy caused by the resignation of Ernest W. Gibson and reelected to the next eight succeeding Congresses, serving until 1951. Not a candidate for re-nomination, he resumed the practice of law until his death at age 89.
