US Congressman. He studied law at the University of Michigan, was admitted to the bar and commenced to practice law in Northfield, Vermont, in 1869. He was Attorney of Washington County (1876-80), elected to the Vermont State House of Representatives in 1882, United States district attorney for the district of Vermont (1889-94), served in the Vermont State Senate in 1894 and was a member of the Vermont Court of Claims, (1902-08). President Theodore Roosevelt appointed him to the board of the mixed commissions of Great Britain and Venezuela in 1903 and he served until 1905. In 1909, he was elected as a Republican to the Sixty-first Congress and the next two succeeding Congresses, serving until 1915. He declined to be a candidate for re-nomination and resumed the practice of law in Northfield, Vermont, until his death at age 79. His son was US Congressman Charles Albert Plumley.
