U.S. Congressman. He studied law at Emory College, Oxford Georgia, was admitted to the bar in 1892 and commenced to practice law in Fayetteville, Georgia. He was a member of the Georgia State House of Representatives (1902-08), Mayor of Fayetteville (1904-06) and solicitor general of the Flint judicial circuit (1908-12). In 1915 he was elected as a Democrat to the Sixty-fourth Congress and to the next four succeeding Congresses, serving until 1925. Due to a long illness, he declined to be a candidate for re-nomination and died shortly after leaving office.
