He was born Sept. 2, 1936, in Buffalo, the son of Patrick A. and Mary L. James Burns.
He was a graduate of Kenmore High School, and had attended Jamestown Community College and the State University of New York at Fredonia. He was a U.S. Marine Corps veteran of the Korean conflict.
Jim was a member of the New York State Police from 1955 to 1980, serving with the Bureau of Criminal Investigation. Following his retirement, he worked for Asphalt Service, Koch Materials, and Midland Asphalt, where he was manager of the Jamestown operations. He also served for over 20 years as town of Ellery Justice.
He was the last surviving founding member of Former Troopers Helping Hands. He was also a member of St. Timothy Lutheran Church, the Masons, Shriners, the Jamestown Y.M.C.A., and had been a volunteer with the American Red Cross.
Very family oriented, Jim loved spending time with his children and grandchildren. He loved telling stories and will be remembered for the nicknames he gave to his family members and friends. He enjoyed gardening and antique cars (having owned many), and was a great fan of Dale Earnhardt.
He is survived by his children: Terri A. (Barry) Oste and Timothy P. (Connie) Burns, both of Jamestown, Michael W. (Cindy) Burns of Tavernier, Fla., and Daniel K. (Linda) Burns of Bemus Point; 12 grandchildren: Daniel G. (Nicole), Allison K., Kimberly M., and Karen M. Oste, and Ellen V. and Michael J. Burns, all of Jamestown, Elizabeth A. Oste of Dunkirk, David E. Oste of Columbus, Ohio, Kirsten Burns of Tavernier, Fla., and Meghan L. and Kevin J. Burns, and Jeffrey Tampe II, all of Bemus Point; two great-grandchildren: Katelyn A. and Nicholas S. Oste, both of Jamestown; two brothers: Donald (Joan) James of Grand Island, N.Y., and Timothy J. Burns of Fredonia; two sisters: Patricia (Keith) Kelly of Bowling Green, Ky., and Kathleen (Daniel) Crippen of Houston, Texas; and many nieces and nephews.
He was preceded in death by his wife, Judith A. Groat Burns, whom he married Sept. 13, 1958, in Kenmore, and who died May 21, 2003; and by a grandson, Patrick Michael Burns, who died July 10, 2004.
