Charles ''Charlie'' H. Parr, 82, died March 23, 2000, at his Fairbanks home. A memorial service was April 9 at Alaskaland Civic Center, followed by a reception.
Mr. Parr was was born Jan. 19, 1918, in Mobile, Ala., to Hubert L. Parr Sr. and Ellen Antoinette Parr. He was a combat veteran of World War II who settled in Alaska when he retired in 1961. Here, he launched a new life as scholar, teacher, legislator and businessman. He taught Russian and German at the University of Alaska Fairbanks, then was arctic bibliographer at the Rasmuson Library. Mr. Parr was elected to the Borough Assembly in 1972 and to the State Legislature in 1974. He was a highly respected legislator, his family said, sponsoring legislation on equal rights, municipal land, public access and education. Since 1983, he served on many state and local boards. With his wife, Karen, he owned and managed Alaska House and Xanadu from 1976 to 1999. Recently he wrote ''Backwoods Broadway: Theater in Fairbanks, Alaska 1905-1997,'' which will be published by early summer. He was preceded in death by his parents and two sisters, Doris Blough and Edie Dinning.
He is survived by a brother, Hubert L. Parr Jr. of Deland, Fla.; sister, Marion Gooch of Florence, Ala.; many nieces and nephews and their families; his wife of 41 years, Karen; son Charlie and his wife Marilyn Biagi of Fairbanks; son, Chip and wife Sandy of Juneau; daughters and sons-in-law, Perri and Vern Carlson of Fairbanks and Maria and Roger Sample of Charleston, S.C.; grandchildren and spouses, Chrissy and Tate McHugh of Seattle, Jason Parr of Vashon, Wash., Charlie and Elizabeth Parr of Fairbanks, Sonja and Bjorn Carlson of Fairbanks, Jesse, Kari and Suzanne Parr of Juneau, and Julie and Lisa Sample of Charleston. In lieu of flowers, the family suggests that contributions be made to the Charles H. Parr Memorial Fund, UA Foundation, 910 Yukon Drive, Suite 206, P.O. Box 5080, Fairbanks 99775-5080.
