Billy Phillips grew up in Alabama. He moved to Georgia in 1960 when he married Joann Rogers of Esom Hill, Ga. They had a daughter in December 1960 who they named Donna June Phillips. He had two grandsons, William Elliott Allmon, who died at age 25 in Baghdad Iraq on April 12, 2008 and John Alexander Hancock. Two great grandsons, Damien Matthew Allmon and Joseph William Hancock.
He loved sports of all kinds and was active in local recreational sports for many years.
