U.S. Congressman, U.S. Senator. He graduated from Lawrence University Wisconsin, in 1874, studied law, was admitted to the bar in 1875 and commenced to practice law in Yankton, Territory of Dakota. He was district attorney for the second judicial district of the Territory of Dakota, in 1880, city attorney of Yankton, (1881-82) and a member of the Territorial council, in 1885. In 1895, he was elected as a Republican to the Fifty-fourth Congress, serving until 1897 and reelected to the Fifty-sixth Congress, serving (1899-1901). He was then elected as a Republican to the U.S. Senate, serving (1901-13). After leaving the Senate, he resumed the practice of law until his death at age 73.
