Foster was born in Neoga, Illinois. He moved with his family to Oklahoma locating on a farm near Farry. Married to Blanche Irene McMoran, April 29, 1933. They had two children Sandra Joan and James Dean.

They made their home at Fairvalley, later moving to Freedom. Early in 1938, they returned to Fairvalley, where Foster operated a store.
