Kansas Governor. After graduating from University of Kansas, from Kansas City School of Law, he established a legal firm and worked as a investigator for the Kansas Highway Commission. During World War II, he served as a Lieutenant in the U.S. Navy aboard an aircraft carrier which fought in the Pacific Theatre. After the war, he served as Chairman of the Wyandotte County Republicans, (1947-49), was Kansas State Attorney General, (1947-49) and as an Associate Justice of the Kansas State Supreme Court, (1949-51). In 1951, he was elected as a Republican the 32nd Governor of Kansas, serving until 1955. While in office, the Kansas Turnpike Authority was established, workman's compensation benefits were improved, the Kansas Veteran's Commission was formed and the Kansas State department of Administration was organized. After his term, he resumed the practice of law and was a delegate to the Republican National Convention in 1960.
