US Congressman. Born in Conewango Township, Pennsylvania, he became a lawyer and engaged in private practice at Warren, Pennsylvania. He was Burgess of Warren County, (1906-09) and solicitor of Warren County, (1914-17). In 1917, he was elected as a Democrat-Prohibitionist to the Sixty-fifth Congress, to fill the vacancy caused by the resignation of United States Representative Orrin D. Bleakley, serving until 1919. An unsuccessful candidate for reelection, he was chairman of the Board of Education of Warren County, (1919-35). He also served as a hospital executive before retiring from public service. He died at age 101 in Warren, Pennsylvania.
