US Congressman, US Senator. Following the end of the Civil War, he moved with his parents to Illinois and worked on his parent's farm. He later was a school teacher, studied law, was admitted to the bar in 1882, moved to Helena, Montana and practiced law. He was elected as a Republican Delegate to the Fifty-first Congress and when the Territory was admitted as a State into the Union, he was Montana’s first Representative elected, serving from 1889 to 1891. After his term, he was Commissioner of the General Land Office and was elected as a Republican to the United States Senate, serving from 1895 to 1901. He was then appointed by President William McKinley a member of the board of commissioners of the Louisiana Purchase Exposition and again elected as a Republican to the United States Senate, serving 1905 to 1911. After his term, he chairman of the United States section of the International Joint Commission created to prevent disputes regarding the use of boundary waters between the United States and Canada, serving from March 1911, until his death from a lung infection at age 56.
