KCMG, CMG. He was educated at Eton College and Oxford University. He was called to the English Bar in 1877. He was the British resident of Selangor (1884 - 1885) and (1896 - 1902), the first British Resident of Pahang (1888 - 1896), and British Governor of the Gold Coast 3 March 1904 - 1 September 1910. He was an England cricketer who played one first-class match for Kent in 1870.
