US Congressman. He graduated from Brown University in 1808, studied law, was admitted to the bar and commenced to practice law in Newport, Rhode Island. He held several local offices such as Attorney General of Rhode Island (1819-25), United States District Attorney (1824-25) and was a member of the Rhode Island State House of Representatives. In 1825, he was elected as an Adams to the Nineteenth and Twentieth Congresses, reelected as an Anti-Jacksonian to the Twenty-first and Twenty-second Congresses and elected as an Anti-Masonic to the Twenty-third and Twenty-fourth Congresses, serving until 1937. An unsuccessful candidate for reelection, he retired from public service.
