U.S. Congressman. Moving to California in 1853, he studied medicine and graduated from Jefferson Medical College Pennsylvania, but didn’t practice medicine. Returning to California, he studied law, was admitted to the bar in 1859 and commenced the practice of law in Downieville, California. Entering politics, he served as a member of the California General Assembly (1859-60). In 1867, he was elected as a Democrat to the Fortieth and Forty-first Congresses, serving until 1871. After leaving office, he was elected the 14th Lieutenant Governor of California, serving 1875-80. After his term, he relocated to San Francisco, served as the registrar of voters (1883-84), and continued practicing law until his death.
