US Congressman, Judge. A native of Indiana, Morrow first moved to California in 1859 but went back east a few years later after the outbreak of the Civil War and served with the National Rifles of the District of Columbia, as well as worked for the US Treasury Department. After the war he returned to California where he was admitted to the bar in 1869 and a year later appointed assistant United States Attorney for California serving until 1874. In 1880 he was appointed attorney for the California State Board of Harbor Commissioners until 1883. In 1885 he was elected to the United States House of Representatives representing California's 4th District until 1891. He was then appointed the US District Judge for the Northern District of California serving until 1897 when he was appointed US Circuit Judge for the 9th Judicial Circuit until 1922. He was one of the incorporators of the American Red Cross in 1905.
