US Congressman. He graduated from San Jose State Normal School in 1903, taught school six years, then graduated from the law department of the University of California in 1913, was admitted to the bar and commenced to practice law in Oakland, California, He was attorney for the California State Board of Pharmacy (1920-21, commissioner of public works of Oakland, (1921-25) and served as president of the Pacific Coast Association of Port Authorities. In 1925, he was elected as a Republican to the Sixty-ninth Congress and to the next nine succeeding Congresses, servong until 1945. An unsuccessful candidate for reelection, he resumed the practice of law in California and Washington, D.C. until his death at age 83.
