U.S. Congressman. He graduated from Plattsburgh Academy and moved to New York City, to work in advertising. Returning to Ohio, in 1837, he became manager of the American Land Company and founded the town of Edgerton, Ohio. He was a member of the Ohio State Senate, (1845-46). In 1851, he was elected as a Democrat to the Thirty-second and Thirty-third Congresses, serving until 1855. After his term, he was financial agent of the Board of State Fund Commissioners of Ohio, general manager of the Wabash & Erie Canal Company, (1859-68) and chairman of the United States Civil Service Commission in 1885.
