U.S. Congressman. Graduating from the University of Georgia, in 1870, he studied law at the University of Virginia, graduated from the law department of the University of Georgia, in 1872, was admitted to the bar and commenced to practice law in Monticello, Georgia. He was solicitor general for the Macon Judicial Court, (1877-81), a member of the Georgia State House of Representatives, (1882-85) and Macon City Attorney, (1887-92). In addition, he served in the Georgia State Senate, (1888-89) and judge of the superior court of the Macon circuit, (1892-94). In 1895, he was elected as a Democrat to the Fifty-fourth Congress and to the next nine succeeding Congresses, serving until 1915. After leaving Congress, he returned to the practice of law and engaged in banking until his death at age 85.
