U.S. Senator. He studied law, was admitted to the bar of New Jersey in 1880, commenced to practice law in Flemington, then moved to Wahpeton, Territory of Dakota, in 1881 and continued the practice of law. He was appointed by President Grover Cleveland as United States Attorney for the Territory of Dakota in 1888, resigned in 1889, when elected a member of the constitutional convention for the new State of North Dakota and was district attorney of Richland County, North Dakota, (1889-91). He was a member of the North Dakota State Senate (1907-09), when appointed as a Democrat to the United States Senate to fill the vacancy caused by the death of Martin N. Johnson and the resignation of Fountain L. Thompson, serving (1910-11). An unsuccessful candidate for election, he was appointed chairman of the Food Conservation Commission in 1917 and continued to practice law until his death at age 72.
