U.S. Congressman, U.S. Senator. Educated at Caledonia Academy, he was a school teacher when he moved to Dakota Territory in 1879 and engaged in farming. He was a member of Territorial House of Representatives, in 1889, president of the village board of trustees of Lakota, president of the board of education for several terms and a member of board of regents for the University of North Dakota, in 1902. In 1905, he was elected as a Republican to the Fifty-ninth, Sixtieth and Sixty-first Congresses, serving until 1911. After his term he was elected as a Republican in 1911, to the United States Senate to fill the vacancy caused by the death of Martin N. Johnson and reelected serving until 1921. An unsuccessful candidate for re-nomination, he resumed his agricultural pursuits until his death at age 63.
