Delaware Governor. After receiving a medical degree from the University of Pennsylvania, he proceeded to practice medicine in Lewes, Delaware. He was a Brigadier General in the Sussex County Militia in 1827 and was Sheriff of Kent County, (1830-34). In 1858, he was elected as a Democrat the 31st Governor of Delaware, serving until 1863. With the advent of the Civil War, he advocated for a state convention to decide whether to stay in the Union, appointed Henry Dupont Major General of the Delaware Militia and supplied more troops to the federal army in the war effort than any other state. After leaving office, he retired from public service and resumed the practice of medicine until his death at age 76.
