US Congressman. He served in the Union Army during the Civil War first as Assistant Surgeon of the 149th Pennsylvania Volunteer Infantry, then as Chief Surgeon of the 211th Pennsylvania Volunteer Infantry. He was elected as a Republican to represent Kentucky's 3rd and 11th Congressional Districts in the United States House of Representatives, serving from 1887 to 1889, 1895 to 1897, and 1903 to 1905. He also served United States Minister to Guatemala in 1897, and United States Minister to Honduras in 1897.
