U.S. Congressman, Judge, Attorney, Postmaster. Born in a log cabin near Peach Grove in Pendleton County, Kentucky, he moved to Covington, Kentucky in 1888 with his parents when he was a child. After attending the public schools, Ware studied at the private academy of Professor George W. Dunlap at Independence, Kentucky and graduated in 1899. He then worked at the law office of Judge W. M. Shaw in Covington while attending law school at the University of Cincinnati. Ware graduated in 1903, was admitted to the bar, and practiced as an attorney in Covington. He became a partner of his mentor, Judge Shaw, in 1910 after Shaw retired from the bench. Ware was a member of the Democratic Party and was a delegate at the Democratic State Conventions from 1910 through 1939. He served as the postmaster of Covington from 1914 to 1921 and became the Commonwealth Attorney for the 16th Judicial Circuit from 1922 to 1927. He resigned to accept election to the United States House of Representatives for Kentucky's 6th District and served from 1927 to 1929. He was not a candidate for renomination and resumed his legal profession. He was also a director of the First National Bank and Trust Company. Ware later served as a Circuit Court Judge in Kentucky from 1957 to 1958. He died at his residence in Fort Mitchell, Kentucky in 1974 when he was 92 years old.
