Presidential Cabinet Secretary, US Diplomat. He served as US Secretary of State during the administration of President George H.W. Bush from 1992 until 1993. Born in Milwaukee, attained his BS and MS from the University of Wisconsin and served with the US Army, prior to launching a more than decade career with the US State Department. During the administrations of Presidents Nixon and Ford, he served as an assistant to Henry Kissinger and was appointed by President Jimmy Carter to serve as US Ambassador to Yugoslavia (1977 to 1981). In 1992, he succeeded James A. Baker, III as US Secretary of State.
