He was a native of Fort Washington, Maryland, the son of John Chesley (1821-1895) and Ann Rebecca Tolley Chesley (1837-1922). He was the grandson of John B. Tolley and Virginia Willoughby Tolley. He was the great-grandson of John Willoughby and Rebecca Woolford Willoughby. He was the great-grandson of William Willoughby, privateer of the Maryland barge Fearnough. In 1900, he was a member of the first class of jurisprudence and diplomacy in the country at George Washington University. After graduation he began his practice of law with offices in the Chesley Building at 1317 New York Avenue Northwest. He was the first representative of the Aetna Company in the District of Columbia area. In 1934, he retired as Vice President of the company and as a Director of the Seventh Street Savings Bank, which he helped organize. He was a member of the Sons of the American Revolution. He died unexpectedly on Saturday, November 22, 1947 at his residence, 2513 Cliffbourne Place Northwest at the age of 80 years. Services were held at St. Margaret’s Episcopal Church at Connecticut Avenue and Bancroft Place Northwest with Rev. Armand T. Eyler, rector, officiating. Interment was in Oak Hill Cemetery. Survivors included his widow, Marie L. Chesley and three sons: Willoughby S. Chesley Jr. of Larchmont, New York; Frederick F. Chesley of Syracuse, New York and Castleman D. Chesley of Philadelphia.
