Irving was born in Summit County, Ohio, probably in Richfield. He was the son of Jason and Elvira (Gillett) Phillips. He appears in the 1850 and 1860 census as Erwin and Irwin respectively. His father was a farmer.

Irving does not appear again until the 1880 census for Clinton, LaPorte, Indiana where he farms and is living with an Amanda Culver (also buried in this cemetery) who suffers from cancer.

Irving married Anna Elizabeth Concannon on June 24, 1880 in LaPorte County, Indiana. The following children appear in the census records: Grace, Wylda, Bonnie, Roland, and Mable.
