US Congressman. He graduated from the Virginia Military Institute, in 1876, studied law, graduated from the University of Virginia in 1878 and commenced to practice law in Richmond, Virginia. He was also a member of the board of visitors of the Virginia Military Institute. In 1895, he was elected as a Democrat to the Fifty-fourth Congress, serving until 1897. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 58.
