Indian Rebellion Victoria Cross Medal Recipient. He served as a Private in the 1st Bengal Fusiliers, Indian Army. At Delhi, India, June 23, 1857, Private McGovern carried a wounded comrade to safety under heavy enemy fire at the risk of his own life. For gallantry during the whole period of these operations, he was awarded the Victoria Cross Medal.
