William C. Penn Sr., 81, of Tallahassee, Fla., died Wednesday, March 4, 1998, at Talahassee Memorial Regional Medical Center.

He was born July 10, 1916, in Pittsburgh, a son of Harry I. Sr. and Edna Koch Penn.

Mr. Penn was a 1939 graduate of Waynesburg College, with a bachelor of arts degree. He was the captain of the Yellow Jacket basketball team and a member of the Waynesburg College Wolfmen. He was a veteran of World War II, having served in the 202nd Coast Artillery in Seattle and the Aleutian Islands. He transferred to Infantry OCS at Fort Benning, Ga., where he graduated first on his class and became an instructor. He later served as a special agent with the FBI during the J. Edgar Hoover era.

He taught at Miami Norland Senior High School from 1958 through 1982, where he served as the social studies department chairman.

Prior to his teaching career he was a licensed stock broker. After retirement, he moved to Tallahassee with his wife of 54 years, Ruth Ann Hoskinson Penn, where he pursued the avocations of avid golfer and all around sports fan.

He was a member of St. Ann's Catholic Church in Waynesburg, where he sang in the choir with his father and brother, Harry I. Penn Sr. and Jr. He was a member of Good Shepherd Catholic Church in Tallahassee.

Mr. Penn was a star teacher at Miami, Norland, where upon his retirement, the William Penn Scholar Award was created in his honor, He was a member of the Elks Club of Coral Gables, Fla., Knights of Columbus and Veterans of Foreign Wars.

Surviving are a daughter, Victoria Penn Zimmaro of Marietta, Ga.; a son, William C. Penn Jr. of Tallahassee; four grandsons, William Craig Zimmaro, Kevin David Zimmaro, William C. Penn III and Joseph George Penn; and many nieces and nephews.

Deceased are his wife, Ruth Ann Hoskinson Penn; and a daughter, Susan Kay Penn.
