Richmond Mayor. Served as Mayor of Richmond from 1924 to 1940. Trained as a physician, he received his M. D. from the Medical College of Virginia in 1898, where he became a professor of anatomy following his graduation. An officer in the Virginia National Guard, he would serve as a Colonel in World War I and retire as a Brigadier General in World War II. While Mayor he was instrumental in establishing Byrd Flying Field as a municipal airport.
