Clifford, the son of Frank A. Haley and Edna C. Haley of Paige TX, the husband of Lisa F. Haley of Beaumont TX enlisted in the US Marine Corps on January 30, 1969 in Houston TX. He arrived in Vietnam on July 31, and was assigned to Company D, 1st Battalion, 7th Marines, 1st MARDIV (Rein) FMF.

At a Company daytime CP (Command Post) in the Phu Loc Valley East of "Spider Lake" and south of the Phu Nham Tay hamlet in Duy Xuyen District a dud cofram bomblet was detonated by LCpl Haley, the exploding bomblet wounded one Marine and killed LCpl Haley as a result of multi fragmentation wounds.
