US Congressman. He was born in Perrysburg, Ohio, to Charles C. Baird and Elizabeth Ann Croft Baird and was educated in local public schools, and at the Perrysburg High School in Perrysburg, Ohio, where he graduated from in 1885. He studied law at the University of Michigan in Ann Arbor, Michigan, and graduated from the school's law department in 1893. He was admitted to the bar that same year, but he did not practice. On February 22, 1898, he married Ida Alice Graham and the couple would have three children together, Edward was born in 1899, Florence was born in 1901, and Richard was born in 1903. In 1904, he moved to Bowling Green, Ohio, and served as the County Clerk of Wood County, Ohio, from 1894 to 1900. From 1900 to 1921 he engaged as a dealer in the oil and agricultural business. He then returned to public office and served as the Mayor of Bowling Green, Ohio, from 1902 to 1905. He also served as Postmaster of Bowling Green, Ohio, from 1910 to 1914, Secretary of the Ohio Public Utilities Commission from 1921 to 1923, and as the Assistant Secretary of State from 1923 to 1929. He then ran for a seat in the United States Congress and was elected. A Republican, he then served Ohio's 13th District (Seventy-First Congress) in the United States House of Representatives from 1929 to 1931. He was an unsuccessful candidate for reelection to the Seventy-Second Congress in 1930. After his term in the United States Congress had expired on March 4, 1931, he retired from politics. He was succeeded by United States Representative of Ohio William Louis Fiesinger. He returned to his business pursuits for a time, but also eventually retired from them. He passed away from the effects of bronchitis and myocarditis in Bowling Green, Ohio, at the age of 76.
