U.S. Congressman. He the Harvard Law School, (1893-95), was admitted to the bar and commenced to practice law in Newport, Rhode Island. He w as president of the Newport Trust Company, a member of the 1st Division, Rhode Island Naval Militia, (1896-97) and a member of the Newport City School Board, (1899-1901). He also was Newport City Solicitor, (1901-02, 07-08), a member of the Rhode Island State House of Representatives, (1906-08), Chairman of the Newport City Council, (1906-16), served in the Rhode Island State Senate, (1915-16) and was Mayor of Newport, (1917-18). In 1919, he was elected as a Republican to the Sixty-sixth Congress and to the next six succeeding Congresses, serving until 1933. An unsuccessful candidate for reelection, he practiced law and engaged in banking interests until his death at age 80.
