U.S. Congressman, U.S. Senator. He graduated from Rhode Island College in 1791, studied law at the Inner Temple, London, returned to Rhode Island in 1793, was admitted to the bar in 1795 and commenced to practice law in Newport, Rhode Island. He was a member of the Rhode Island State General Assembly (1799-1811) and elected as a Federalist to the United States Senate to fill the vacancy caused by the resignation of Christopher G. Champlin, serving (1811-21). After leaving the Senate, he was a member, Rhode Island State House of Representatives (1823-25). In 1834, he was appointed by President Andrew Jackson Charge d’Affaires to Brazil, elevated to Envoy Extraordinary and Minister Plenipotentiary, serving until 1845.
