U.S. Congressman. He graduated from Harvard University in 1872, studied law at the University of Berlin, graduated from the Columbia Law School New York, in 1876, was admitted to the bar and commenced practice law in New York City, In 1881, he was elected as a Democrat to the Forty-seventh Congress and to the next three succeeding Congresses, serving until 1888. During the Spanish-American War, he served as a Major and inspector general of the 1st Division, 2nd Army Corps, U.S.Volunteers. After the war, he became president of the National Publicity Bill Organization, which fought for campaign finance disclosure in 1906. In World War I, he served as a Captain in the Quarter Master Corps, U.S. Army, (1917-20). He then returned to the practice of law, authored of a number of books and was a member of the Rhode Island Society.
