US Congressman. He attended Belfast College in 1834, immigrated to the United States in 1836 and settled in New York City. After graduating from Yale College in 1841, he engaged in lecturing before literary associations, was assistant editor of the New York Tribune in 1843 and also wrote correspondence for other news papers. He was admitted to the New York bar in 1854, practiced law in New York City and appointed by President Lincoln assessor of Internal Revenue for the third district of New York, in 1862. In 1867, he was elected as a Democrat to the Fortieth Congress, served until 1869, was reelected to the Forty-seventh and Forty-eighth Congresses, serving (1881-85). After his term, he resumed the practice of law until his death at age 77.
