U.S. Congressman. He graduated from the Browne's Business College, as an engineer and became owner-manager of the J. H. O'Brien Scale & Supply Company, New York City. He served as chairman of the New York State Food Investigating Commission and was a member of the New York State Senate (1911-12). In 1913, he was elected as a Democrat to the Sixty-third Congress, serving until 1915. An unsuccessful candidate for reelection, he resumed his previous business interests until his death.
