U.S. Congressman. He completed preparatory studies, studied law, was admitted to the bar in 1790 and commenced to practice law in Ballson Center, New York. He was land commissioner to settle disputes of titles to military reservations in Onondaga County in 1797 and a member of the New York State Assembly, in 1804. In 1809, he was elected as a Federalist to the Eleventh and Twelfth Congresses, serving until 1813. After his term, he was member of the New York State Assembly, (1814-17), judge of the court of common pleas, (1817-23) and judge for the second judicial circuit, (1827-31). After he left office as a judge, he lived in retirement until his death at age 78.

In memory of James Emott who died April 7, 1850 after a long, useful and honourable life in which he attained the highest rank as a lawyer and filled public offices of trust and consequence on the bench of this state and in the legislatures of the state and nation with conspicuous learning, ability and fidelity. He professed the faith of the gospel in the communion of the Protestant Episcopal church for whose promotion and welfare his labours were earnestly given in her diocesan and general councils and in all her concerns. His life testified to the sincerity of his character and afforded an example of a truly dignified and virtuous man.
