US Congressman. The son of jurist and United States Congressman James Nelson Burnes, he was born in Ringgold, Missouri, was educated in local schools, and graduated first from the St. Louis University in 1873, then from the law department of Harvard University, Cambridge, Massachusetts in 1874. He then embarked on an extensive tour of Europe, studying at the Heidelberg University in Germany. He established a law practice in his hometown of St. Joseph, Missouri in the 1880s. In 1892 was elected as a Democrat to represent Missouri’s 4th Congressional District in the United States House of Representatives, a seat once held by his father. He served a single term from 1893 to 1895, and declined to run again for a second one. He resumed his law practice in St. Joseph, where he died at age 48 in 1899.
