U.S. Congressman. Born in Richford, Franklin County, Vermont, he moved to Ohio with his family when he was a child. He graduated from Marietta College in 1855 and taught school while studying law. He was admitted to the bar in Ohio in 1858 and practiced as an attorney in Marietta. He became a member of the Ohio Legislature from 1866 to 1868 and then moved to Cincinnati, Ohio and continued his law profession. Elected as a Democrat to represent Ohio's 1st District in the United States House of Representatives, he served from 1883 to 1885. He was an unsuccessful candidate for reelection in 1884 and again in 1898. He died at his residence in Cincinnati in 1902 when he was 71 years old. His grandfather, John F. Follett, was an Army officer in the War of 1812.
