U.S. Congressman, Judge, Lawyer. Born in Cincinnati, Ohio, he was the son of German immigrants. Goebel attended public schools and worked for a law firm as a clerk in the office of George Hoadley while he studied law. He graduated from the Cincinnati Law School in 1872 and was admitted to the bar in 1874 when his age met the requirements. He commenced to practice as an attorney in Cincinnati, Ohio until he was elected to the Ohio House of Representatives in 1875 and 1876. He was the youngest member of the House. In 1884, he was elected as Judge of the Probate Court of Hamilton County and served for six years. In 1890, he published an account of cases he presided over. Elected as a Republican to represent Ohio's 2nd District in the United States House of Representatives, he served from 1903 to 1911. He was reelected three times and lost his bid for a fifth term in 1910. Goebel resumed his law practice in Cincinnati. He was also a trustee of the Longview Hospital and a member of the Freemasons and the Knights Templar. He died at his residence in Cincinnati in 1930 when he was 77 years old.
