President of Argentina 1892-1895. A lawyer, he began his public life in 1860 as a member of the Convention charged with revising the Constitution of 1853. In 1870 he was a member of the Convention to reform the Constitution of the Province of Buenos Aires, on that occassion he was charged with editing the attibutes of the Executive Power but his project of a mandatory vote for all citizens was considered daring and got him the attention of his colleages. In 1873 he was elected Buenos Aires National Representative. After finishing his term as Vice-Govenor he was elected in 1877 to the Provincial Legislature and in 1881 as a Federal Representative. In 1882 he was a Supreme Court Justice and in 1890 was appointed Magistrate of the Supreme Court. At the age of 70, he became President in a move to neutralize his son’s, Roque Sáenz Peña, road to power. He found the country agitated by a deep material and spiritual crisis which some called the “Progress Crisis”. In 1893, which was the most difficult year in his term, the exportation of wheat ascended to 1,008,200 tons, but that agricultural expansion did not translate into better living conditions, strikes were the order of the day and the Unión General de Trabajadores united 41 union organizations and 41,200 members. The strikers continually faced-off with the Security Squadron in the Federal Capital and anarchism grew. During his term in office he promoted works in the ports of Buenos Aires, Rosario, Concepción del Uruguay and Gualeguaychú. He founded the Military Collage in San Martín and was responsable for the first trolleys in La Plata and Buenos Aires.
