US Congressman. He graduated from King College Tennessee in 1878, studied law, was admitted to the bar in 1879 and commenced to practice law in Bristol, Virginia. He was judge of the Washington County Court (1880-1885), a member of the Virginia State Senate (1885-88) and judge of the City Court of Bristol, in 1895. In 1899, he was elected as a Democrat to the Fifty-sixth and Fifty-seventh Congresses, serving until 1903. An unsuccessful candidate for reelection, he moved to Richmond, Virginia, when appointed a member of the Virginia State corporation commission, serving (1908-25).
