Born March 26, 1962, in Baltimore, he was the son of Patricia Ann Renner Burgess and Franklin L. Burgess Sr., of Owings Mills. He was the husband of Donna Cantow Burgess, of Manchester.
He was a 1980 graduate of Joppatowne High School. He had been a salesman for a security lock company before his retirement. He enjoyed all sports but was an avid follower of the Ravens and Orioles. He also enjoyed listening to music, especially the Blues.
Surviving, in addition to his parents and wife, are a son, Thomas John Burgess, of Manchester; brother and sister-in-law Michael William and Susan Burgess, of Cockeysville; and a nephew, Brent Michael Burgess, of Cockeysville.
A funeral service was held at the Pritts funeral home, with the Rev. David Sulcer, pastor of Crosswind Church, and the Rev. David Bare, pastor of Carroll Hospice officiating. Interment was in Evergreen Memorial Gardens
