U.S. Congressman. Born in Westville, Indiana, he studied law at the law department of Indiana University, was admitted to the bar in 1876 and commenced to practice law in Valparaiso, Indiana. He was prosecuting attorney for the thirty-first judicial district of Indiana, (1884-88) and by appointment of Governor Hovey, served as State appellate judge, (1891-93). In 1897, he was elected as a Republican to the Fifty-fifth Congress and to the next seven succeeding Congresses, serving until 1913. An unsuccessful candidate for reelection, he resumed the practice of law until his death at age 68.
